OpenAI's Data Partnerships program, announced in November 2023, invites organizations to help create public and private datasets for AI training. The program identifies text, images, audio, and video, with interest in material representing human intentions, languages, cultures, industries, and areas of knowledge.

The announcement distinguishes an open archive intended for public use from private datasets for proprietary model training. It also describes assistance with digitizing, structuring, and cleaning material. This is a program for developing training supply, rather than an announcement that every submitted dataset will be purchased.

The partnership interest form asks about the organization, data type and size, format, rights, preparation needs, and interest in public or private contribution. It states that expressing interest creates no commitment. Neither the form nor the announcement publishes standard purchase prices or guarantees compensation.

What may make a collection useful

Our assessment is that a prospective partner should explain the information its material contributes, not only its volume. An illustrative archive could contain extended expert discussions or material from a language or industry poorly represented in common sources. The useful question is what a model could learn from that context that it would otherwise miss.

Preparation also matters. A collection may need consistent structure, reliable metadata, or correction of transcription errors before it can be assessed effectively. The distinction between a public contribution and private training access should be clear from the outset because those arrangements serve different objectives.

Assessing a potential fit

Prepare a concise inventory with representative samples, coverage, formats, approximate size, provenance, and known preparation needs. Describe the intended contribution and which material the organization is authorized to share. Use the interest form to establish whether there is a relevant partnership opportunity before assuming a transaction or projecting revenue. Clarify the proposed delivery and permitted uses during any follow-up discussion. The public program provides a concrete expression-of-interest route, but it is not a standing purchase order. A useful proposal connects a distinctive collection with a plausible learning benefit and gives the recipient enough information to evaluate that fit.
